Policy is the debut solo album by Will Butler, best known for his work in Canadian indie rock band Arcade Fire. The album was released on March 10, 2015 by Merge Records. Butler set out to make an album akin to what he calls "American Music". Butler has stated that "Policy is American music-in the tradition of the Violent Femmes, The Breeders, The Modern Lovers, Bob Dylan, Smokey Robinson, The Magnetic Fields, Ghostface Killah, and John Lennon (I know, but it counts).
Policy is the debut solo album by Will Butler, best known for his work in Canadian indie rock band Arcade Fire Contents. Butler recorded it during a short break on Arcade Fire's Reflektor tour. All songs were recorded there, with the exception of "Something's Coming", which was recorded in Aaron Dessner's home recording studio, the recording place of The National. Additional work for the song was done in the basement of drummer Jeremy Gara. Most of the instrumentation had been done by Butler, with the exception of drums that were done by Gara, also of Arcade Fire The album was releas.

Here, Butler takes the nihilism Arcade Fire played with on side A Reflektor tracks and cranks it to 11. It's a fun, over-the-top whirlwind of ideals that fit quite neatly into an album called Policy. Policy, the debut solo album from Arcade Fire t Will Butler, is as messy as that paper mache routine. Only eight songs long, it seems to touch upon every idea Arcade Fire has had up to this point, from the early chamber pop days to the recent turn towards cerebral, cynical dance rock. Luckily, Butler, given the expectations that come with sharing a last name with Arcade Fire leader Win, can write a solid song. But on the whole, Policy confounds. Much of this has to do with Butler’s lyrical perspective, which seems to come from a place of ironic detachment
Policy however is more than just a validation exercise, it's good enough to rival much of his day job's noted output. In eight tracks, Policy is simultaneously Arcade Fire's sister record and total opposite. The similarities lie in the approach: experimental yet intensely, easily melodic; smart; unafraid to go places that most wouldn't. The differences, however, are everywhere. Policy is a masterclass in smart songwriting that still retains its sense of humour. And yeah †Will's voice sounds almost identical to Win's. And yeah †it'll likely be a while before he can step fully out of the shadow of Arcade Fire to be judged purely on his own merit. But really, Will Butler's debut needs no additional name-checking to succeed.
Will Butler is more usually found alongside his brother Win and their bandmates in Arcade Fire, where his ebullient presence – charging around the stage, bouncing behind keyboards, flinging drums high into the air – is the most engagingly animated physical expression of the group’s musical potency. Policy is enjoyable enough, but one hopes that for its follow-up, Butler takes time to find the most accomplished realisations of his material. Friday 13 March 2015 11:00.
