THE STANDS are a quartet of young Liverpudlians who sound like a cross between the mid-1960s Beatles, the mid-1960s Byrds and the early electrified Bob Dylan, all of whom copied each other anyway. Initial exposure to their debut album draws the listener into a frankly irritating game of spotting stolen songs. I Need You is a perfect fit for the Byrds' version of Dylan's You Ain't Going Nowhere, and When This River Rolls Over You leans heavily on the Beatles' Rain.

But in Howie Payne, the Stands have a singer-songwriter whose talent surpasses that of their famous groupie. True, their Neil Young meets Dylan down a Wallasey jigger creaks with tradition rather than bristles with life, but it's just cosmic enough to be contemporary. The Love You Give is a perfect slice of introspection, Here She Comes again is vintage Teenage Fanclub.
