Arthur (Or the Decline and Fall of the British Empire) is the seventh studio album by English rock band the Kinks, released in October 1969. Kinks frontman Ray Davies constructed the concept album as the soundtrack to a Granada Television play and developed the storyline with novelist Julian Mitchell; however, the television programme was cancelled and never produced.

The rough plot revolved around Arthur Morgan, a carpet-layer, who was based on Ray Davies' brother-in-law Arthur Anning. The album, although not very successful commercially, was a return to the charts in the US for The Kinks. The album itself reached number 50 on the Record World charts, and number 105 on Billboard, their highest position since 1965. It failed to chart in Britain.

Arthur is a concept album released by the Kinks in 1969. Throughout the album, we learn about protagonist Arthur Morgan and his family, such as his wife and his son, Derek, who moves to Australia with his wife and family. His other son, Eddie, and Arthur’s brother of the same name who both died in separate wars are also mentioned. Other than the protagonist and his family, the album also touches on various conflicts and events in England and war. The story is loosely based off of various events in England and Ray Davies' own experiences in life. For example, the song Australia is about.

I like The Kinks, a bit more convincingly irreverent and rocking than The Beatles of 1969. Still, I don’t feel they are delivering classic song after classic song here - there are a few more forgettable moments. Shangri-La’ and ‘Churchill’ back to back seems like an obvious high point. Written as the score for a never-aired BBC television drama, Arthur is the story of late-'60s English working-class exhaustion. Perhaps not the most attention-grabbing subject for a rock album, but in Ray Davies's hands it's rich in texture and stylistic possibility. From the rousing ode to Britain's glorious past ("Victoria") to its less-than-glamorous present (that being the late '60s), Davies portrays a life of cautiously reduced expectations.
